I took the instructions from 10(!) years ago from Devia, and applied the changes to the newest NTSC RR version - 3.8y, to include TMP 1.2 instead of TASS 5.2. Here's the file.

keep in mind though that this ntsc rom is a debug build that shouldnt be "out there" in the first place :)
